Student Services, Discipline & Compliance

What we do

Randolph Legal Solutions represents California school districts, charter schools, and county offices of education in all areas related to student services, discipline, Title IX, and equity compliance. Our firm helps education leaders create safe, supportive, and legally compliant learning environments while balancing student rights with district responsibilities.

Our attorneys and consultants guide clients through the complex and evolving legal landscape governing student conduct, discrimination, harassment, and civil rights protections under state and federal law.

Representation and Defense

We provide representation in suspension and expulsion hearings, Title IX investigations, and appeals involving student discipline, bullying, and discrimination claims. Our firm also advises on Uniform Complaint Procedures (UCP) and responds to inquiries and investigations initiated by the Office for Civil Rights (OCR) and the California Department of Education (CDE).

Policy and Governance

We work closely with superintendents, assistant superintendents, and governing boards to develop and implement policies that align with Education Code, Title IX, FERPA, and Section 504 requirements. This includes drafting and revising student conduct codes, anti-bullying policies, and non-discrimination procedures that reflect current legal standards and district priorities.

Compliance and Investigations

Our team conducts and supports internal investigations related to student complaints, harassment, sexual misconduct, and staff-student boundary concerns. We also provide oversight and counsel to ensure investigations are thorough, unbiased, and legally defensible.

Training and Capacity Building

Randolph Legal Solutions offers a range of trainings for administrators, staff, and governing boards to strengthen understanding of student rights, discipline due process, mandated reporting, and equity compliance. Trainings include Title IX Investigations and Compliance, Bullying Intervention and Prevention, Student Privacy and Records, and Supporting Transgender and Nonbinary Students.

Prevention and Proactive Support

Beyond resolving disputes, our firm helps districts adopt proactive strategies that reduce liability and promote equity. We partner with schools to design systems that emphasize prevention, early intervention, and restorative practices to ensure fairness and protect the rights of all students.
