    Vivian Billups Randolph is the founding attorney of Randolph Legal Solutions, where she leads the firm’s practice in Special Education and Student Services, Class Action and Employment Law, and Family Law. With over two decades of experience in education and public agency representation, Ms. Randolph has built a reputation as a trusted legal strategist, skilled negotiator, and compassionate advocate.

    Her work is grounded in the belief that law is not only a tool for compliance, but a vehicle for fairness, inclusion, and systemic change. She represents California school districts, charter schools, county offices of education, and families in complex matters involving IDEA, Section 504, Title IX, and related student and employment issues. Her expertise includes administrative hearings, OCR and CDE investigations, labor and employment disputes, and family court proceedings requiring both legal precision and sensitivity.

    Before establishing Randolph Legal Solutions, Ms. Randolph served as counsel to public education agencies and as a consultant providing training on compliance, equity, and dispute resolution. Her background gives her unique insight into both the organizational and human dimensions of the cases she handles.

    Ms. Randolph is known for her clear, candid communication style and her commitment to guiding clients through difficult legal challenges with integrity, empathy, and practical wisdom.

    She earned her Juris Doctor from UC Law San Francisco | (Formerly UC Hastings), and is admitted to practice before all state and federal courts in California, including the Ninth Circuit Court of Appeals.

    Laura Collins-Williams is an accomplished educational leader and consultant with more than two decades of experience advancing equity, compliance, and student success across California’s K–12 public education system. As an Education Consultant with Randolph Legal Solutions, she partners with school districts and educational agencies to strengthen systems of support, improve outcomes, and ensure adherence to state and federal educational requirements.

    With deep expertise in the California Education Code, IDEA, Section 504, Title IX, Uniform Complaint Procedures (UCP) investigations, and Multi-Tiered Systems of Support (MTSS), Laura helps educational leaders interpret complex regulations and translate them into practical, student-centered solutions. Her work spans policy development, program development and implementation, and comprehensive compliance monitoring helping districts build capacity, strengthen accountability, and sustain equitable systems that promote success for all learners.

    Drawing on her extensive background as a special education teacher, coordinator, and district-level administrator, Laura continues to champion inclusive education and empower staff to lead with integrity, compassion, and purpose. She is widely recognized for her ability to bridge policy and practice—turning compliance expectations into meaningful action that benefits students, families, and the broader school community.
